Twinning Light Study Visit, Lisbon – Portugal

Authorized auditor and representative of the AFCOS network, Jasna Ilić, participated in a study visit to Lisbon, Portugal, from 31 March to 4 April 2025, as part of the Twinning Light project titled “Further Improvement of the Functioning of the Montenegrin AFCOS System with a View to Effective Protection of the EU’s Financial Interests.”

The aim of the study visit was to gain practical experience from Portuguese institutions – the Audit Authority and AFCOS – with a particular emphasis on audit strategy, anti-fraud strategy, use of risk assessment tools, and management of information systems.

The representative of the Audit Authority, together with colleagues from the Ministry of Finance of Montenegro (AFCOS Office), had the opportunity to exchange experiences with representatives of IGF (Inspeção-Geral de Finanças), IFAP (Instituto de Financiamento da Agricultura e Pescas), and AD&C (Agência para o Desenvolvimento e Coesão), particularly regarding the development of a national anti-corruption strategy, assessment and record-keeping of suspected fraud cases, monitoring of detected fraud suspicions, and reporting to OLAF.

The workshop was organized and funded through the aforementioned Twinning Light project signed between the Republic of Croatia and Montenegro.
